I have not overlooked the opinion expressed in

your Confidential Despatch of the 7th of October, 1915, that in the matter of emoluments a distinction should not be drawn between married and urmarried officers.

But in this case I think that the fact that 2

in bachelors are allotted Goverment quarters the same accommoda- -tion as a married couple, the distinction I propose in the rent allowance is justifiable. Thirty Dollars a month in rent allowance suffices for a bachelor because bachelors usually

form messes of 2 or more.

I am not prepared to recommend that the petition

of the applicants be entertained.

As the Estimates for 1917 are involved I shall

be obliged if you would intimate your decision on this despatch by telegraph.
